City Council considers amendment to spot for public comment period

Citizens who have had to sit through presentations, public hearings and reports before they could address the Goldsboro City Council might be getting a reprieve Monday.
The council will consider an amendment at Monday's meeting to move the public comment period to the fourth item on the meeting agenda.
Currently the city allows any citizen to address the council on any topic during the public comment period for a period of no more than three minutes just before the mayor and council members' reports. The period will be moved from the eighth item on the meeting agenda to the fourth, just after the approval of minutes.
The meeting will also feature discussion of the N.C. Main Street Solutions Grant agreements, detailing the requirements associated with the grant the city and Downtown Goldsboro Development Corp. received to help facilitate the Arts Council of Wayne County's move downtown.
Another item on the consent agenda is the sale of surplus real property on Virginia Street to Franklin Bakery and the preliminary subdivision plan for a plat on the east side of Oak Forest Road between U.S. Highway 70 East and Gateway Drive.
The sole item requiring individual action on the agenda is the conditional use permit for the east side of Cuyler Best Road between West New Hope Road and Oxford Boulevard. At a public hearing held May 16, six people spoke in favor of the request and four spoke in opposition.
A decision on the permit had been deferred twice by the council to allow the applicant's attorney to contact those who opposed the permit to inform them of a condition under which the applicant would erect a 6-foot, 8-inch masonry block wall bordering the trucking operation. Other conditions prohibit the idling of trucks between 6 p.m. and 8 a.m. and the blowing of vehicle horns.
The work session for Monday's meeting has once again been scheduled to begin one-half hour later, at 5:30 p.m. in the City Hall Addition at 200 N. Center St.
