NCDOT to reveal $1.5 million in paving projects

State Department of Transportation officials will outline more than $1.5 million in tentative secondary road paving projects when county commissioners meet Tuesday morning.

The public hearing on the proposed paving projects is scheduled to get under way at 9:15 a.m. in the commissioners' meeting room on the fourth floor of the county courthouse annex. The meeting starts with an agenda briefing at 8 a.m. with the meeting starting at 9 a.m.

The paving projects and anticipated costs include:

* 6/10ths of a mile of Manley Grove Road from SR 1106 to 1104, $90,000

* 4/10ths of a mile of SR 1973 (Old SR 1909) from SR 1910 to SR 1909, $75,000

* 1.65 miles widen Grantham School Road from the bridge to SR 1120, $200,000

* 1.72 miles widen Thoroughfare Road from SR 1709 to SR 1713, $200,000

* Construct a right turn lane on Country Day Road at N.C. 111, $150,000

* Replace pipe on SR 1107 and replace with aluminum arch pipes and headwalls, $90,000

* Widen Central Heights Road to create three-lane section at Eastern Wayne Middle School, $150,000.

An additional $435,000 is anticipated to supplement the maintenance budget for such activities as shoulder repair, spot stabilization, pipe replacement, safety projects and industrial access.

There also is $175,000 in contingency funds for surveys, rights of way and fire department and rescue driveways.

Several planning-related issues are on the agenda.

A second reading will be held on a rezoning request by B&D Management. No one spoke at a July 6 public hearing on the petition.

The county has been asked to rezone roughly 12.3 acres of land on the north side of Potts Road from Residential Agriculture 20 to Residential 10.

B&D officials want the property rezoned to add lots to an existing mobile home park. The county Planning Board has recommended approval.

Following the July 6 hearing, the board voted 6-1 to approve the petition. Commissioner Andy Anderson voted "no."

Since the vote was not unanimous, the board is required to have a second reading.

Four subdivision plats are on the agenda for action as well. All four have been recommended by the Planning Board.

The plats are:

* Windy Hill section one final, 10 lots on the south side of Swinson Drive at its dead end with U.S. 117 Bypass at Dudley, owners/developers Dixie and Bobby Burroughs. Currently, the only turnaround is one that was built by the state. The Planning Board recommends, and the developers have agreed, for an area to be set aside for a cul-de-sac turnaround. The Planning Board also has agreed to a variance in the width of the required landscape buffer from 25 to 20 feet.

* Camp Jubilee Road Acres final, four lots on the west side of Camp Jubilee Road 2,000 feet north of Ada Stroud Road, owners/developers Aubrey Walker, Chris Cox and Michael Hill. Cox, who is a member of the Planning Board, recused himself and left the room while the Planning Board discussed the project.

* Jean P. Bunch and Scott A. Patterson final, one lot on the west side of Black Creek Road.

* Jose G. Baltazar and Rose P. Baltazar final, three lots on the north side of New Hope Road, owner/developers Jose G. Baltazar and Rose P. Blazer.

In other business:

* The Wayne County Development Alliance will present a marketing update.

* Commissioners will consider awarding a $2.48 million contract to Barnhill Contracting for a runway repaving project at the county airport. The contract is contingent on the county receiving a $3 million state grant, that will include $250,000 to $350,000 in local funds.

* The board will be asked to adopt a resolution supporting EADS North America's bid to land the contract to build the Air Force's next generation of tanker aircraft. Should EADS get the contract then a number of North Carolina companies including AAR Cargo Systems in Goldsboro would do some of the work.

* A public hearing is expected to be scheduled on the county's fire service districts.

* Commissioners are expected to appoint county Tax Administrator David as tax collector.

The board also will hold a workshop on the old Masons Department Store property the county has purchased. County officials want to renovate the property to serve as the new home for the Health Department and Services on Aging.
