Council takes no action on building purchase, postpones election

Goldsboro City Council members decided to delay the vote on the purchase of the Arts Council of Wayne County's building until July 6 to allow for meetings on the subject.
The City Council decided during its work session Monday to delay its decision on the Arts Council of Wayne County building purchase until July 6 to allow for more meetings to determine how to implement a more direct educational component for the city's planned Air Force museum.
The amended July 6 deadline was agreed upon ahead of time by the Arts Council's executive board, and the item, which was on the council's consent agenda, was removed from the night's discussion.
Although the council opted not to discuss the matter, two citizens did during the public comment period, both criticizing the city for its spending.
Also Monday, the council's consent agenda contained a measure to delay the city's election until June 26, 2012, with a May 8 primary.
Planning Director Randy Guthrie said there was no way the city could have its plans approved before the July 20 deadline since the Depart-ment of Justice can take up to 90 days to approve a redistricting map. Goldsboro's redistricting must operate under the Voting Rights Act of 1964, which requires DOJ approval to assure minorities are fairly represented in the new plans.
A public hearing on the matter is scheduled for July 5, and Guthrie said the likely de-annexation of the area of the city known as Phase 11 will not affect the districts. The de-annexation will be viewed in the same manner that a mass exodus of citizens due to flood would be, he said.
In other business, Larry Bill aims to bring a miniature golf course to the city limits between Highway 581 and Riverbend Road near Walmart on Highway 70 West. Bill spoke in favor of his plan, which he said will give families something to do with their children, no matter their age, in Wayne County.
The Planning Commission will present its recommendation on the golf course, as well as a proposed mobile home rezoning in the south end of the city, at the council's next meeting July 5.
